The planned part listing of Saudi Oil giant Aramco has prompted a rush of IPOs from other Middle Eastern countries, write Sarah McFarlane, Christopher Whittall and Summer Said for The Wall Street Journal.

Lower energy prices mean governments in the region that are dependent on oil for revenues are looking to the capital markets to raise money.
