The standard response to a regulatory consultation seems to consist of several set moves.

First, the respondent thanks the regulatory body for the opportunity to comment on the consultation document. Sometimes, it will applaud the intent of the proposals, and acknowledge that some sort of change is required. Then it sets about trying to pull apart the suggested ideas.
