The Bank of England has said it will publish materials relating to investigations into the manipulation of Libor when the time is right. Its statement follows a BBC report implicating the central bank in the benchmark rigging scandal.

BBC Panorama has cited a 2008 recording of a senior Barclays manager instructing one of the bank's Libor submitters to lower his submissions because of pressure from the UK government and the Bank of England.
