Bank of England: Halving fines will make more rogues come forward

The Bank of England has defended proposals to halve fines if City firms admit rule breaches early, arguing they will make more rogues come forward.

Last month, the central bank outlined plans to offer a 50% discount for businesses that own up to their failures promptly, noting the amount of time taken when investigators have to acquire and sift through information as a probe progresses.
