Bush announces plan to buy stakes in largest banks

Recipients include Citi, Bank of America, Goldman

President George W. Bush announced Tuesday morning that the US government is taking stakes in the nation's top financial institutions as part of a new plan to restore confidence to the battered US banking system, a far-reaching effort that puts the government's guarantee behind the basic plumbing of financial markets.

"The efforts are designed to directly benefit the American people by stabilising the financial system and helping the economy recover,' President Bush said.
