Bonus season is in danger of being thrown into chaos as investment banks are left with less than a month to digest and put into force complex new rules on how much, in what form and over what period they can pay their staff.

The head of European investment banking at one US bank said: "I do not know what I can pay people, how I can pay people, or when I will know what I need to know."
