City planning boss prepares for Tulip controversy

The man in charge of managing the Square Mile’s skyline has one big task left before stepping down from his role next month: leading the hotly anticipated debate over whether to grant planning permission to the Tulip.

“It’s certainly the most controversial application that I will have heard in my three years as chairman,” said Chris Hayward, who heads up the City of London Corporation’s planning and transportation committee.
