Many supporters of Brexit were dismissive in the run-up to the 2016 referendum of warnings that the EU would play hardball on new trading terms if Britain voted to leave. Hurting the UK would also hurt EU businesses and Brussels would not want to upset powerful lobbies such as German carmakers, they said.
