Rows ahead of Budgets are nothing new. Quite often a Chancellor and a Prime Minister are looking for different outcomes from these set-pieces. The former wants to burnish his reputation for sound economic management while the latter looks for a quick high that will generate consumer confidence and win votes.
Sometimes relations become so poor that Prime Ministers are barely allowed to be involved in the creation of their government's Budgets. When New Labour was at its pomp Tony Blair used to beg Gordon Brown for a sneak preview. Brown preferred to keep Blair in the dark until the last moment.
