Europe’s top markets watchdog has launched a consultation on the controversial issue of “mandatory buy-ins”, a stipulation in the Central Securities Depository Regulation that has drawn criticism over fears that it could harm liquidity in bond markets.

The European Securities and Markets Authority has asked for public opinion as it develops technical standards for the CSDR, due in September.
