EU achieves breakthrough on prospectus rules

Rules for issuers of shares and bonds are set to be formally approved by the European parliament and finance ministers following a breakthrough compromise.

The rules, known as the prospectus directive, will establish a European passport for debt and equity issuers giving them access to investors across Europe with a single document. They are a key part of efforts to create a single European market in financial services by 2005.
