European finance ministers have approved controversial rules for company prospectuses across the European Union in spite of lingering opposition from some member states and concerns among businesses.

Agreement was only reached after ministers accepted a compromise over the choice of authority to approve a prospectus. This had been the biggest stumbling block to a deal.
