As Greece and Britain strain the ties of the European Union from each end and the European Commission promotes a vision for binding them more tightly, the everyday, practical problem of supervising Europe’s banks is caught in the middle.

Danièle Nouy, the eurozone's chief regulator, reminded the European Parliament on Thursday of how far the region remains from operating a single banking system.
