European settlement reform flounders in muddy waters

The discussion about European clearing and settlement is intensifying rather than simplifying. Even straightforward definitions are proving elusive. No one is sure whether clearing is central counterparty-related while settlement could be a securities settlement system, a central securities depository and apparently an agent bank.

Consolidation between international and national central securities depositories and stock exchanges has added to the confusion. It all helps to muddy the waters.
