The Financial Conduct Authority's headcount ballooned last year, as the markets watchdog's chair warns it continues to face "difficult choices" across an ever-expanding remit.

Average employee numbers jumped from 3,892 to 4,131 in the year to 31 March, according to the FCA's latest annual report, including nearly 100 extra short-term staff.
