The outgoing head of the UK’s financial regulator has admitted the watchdog is powerless to prevent scammers from posting misleading investment advertisements on Google.

The Financial Conduct Authority cannot intervene to stop fraudulent companies using the advertising services provided by the tech giant to draw customers into scams, Andrew Bailey said in a leaked email.
