The UK’s markets watchdog will take no action against Royal Bank of Scotland over the way it treated small businesses that ran into difficulty following the 2008 financial crisis.

Andrew Bailey, chief executive of the Financial Conduct Authority, said the regulator had found it did not have the power to bring enforcement action against RBS over the mistreatment of customers of its Global Restructuring Group.
