Alain Demarolle's report on sovereign wealth funds, written for France's finance ministry, encourages the country to establish a relationship with the funds and not be afraid of attracting investment from them. The former Bear Stearns banker goes on to say that as long as these cash-rich SWFs are open about their investment strategies, France should treat them as it would any other investor.
