The French government has given its strongest indication yet that it would not stand in the way a merger between Siemens, the German engineering group, and Alstom, the troubled French rival.

Nicolas Sarkozy, the French finance minister, said at a conference on Wednesday that he was not against a merger provided it was conducted on an equal basis.
