FSA builds wholesale policing unit

The Financial Services Authority, the UK regulator, has recruited Thomas Huertas, a banker at Citigroup for nearly 30 years, as the latest industry figure to join its wholesale and institutional markets unit.

In April, the FSA hired Hector Sants, the former chief executive in Europe, Middle East and Africa of Credit Suisse First Boston, to run the new unit, which polices the European securities and investment banking industry, covering both the markets and the securities firms that operate in them. Huertas will be director of the wholesale banks division and reports to Sants.
