The Giovannini Group, a think-tank of financial experts in Europe, has filed a report with the European Commission outlining cross-border clearing and settlement arrangements in the European Union.

The report damns the fragmentation that exists in the European clearing and settlement infrastructure, claiming that it is expensive and inefficient.
