The list of major banks signed up to a new UK body aimed at overhauling banker behaviour is almost certain to be missing at least one major name: Goldman Sachs.

The Wall Street giant is refusing to join the new group, known as the Banking Standards Review Council, according to people close to discussions between Goldman and the BSRC.
