The Chancellor’s announcement that the government is planning to issue green bonds was quite a moment. Quite a dispiriting moment.

In the battle against climate change, there is an important role to be played by green finance. But like much in a movement increasingly driven by PR and marketing, green government bonds seem largely an exercise in virtue signalling.
