Icap, the world's largest interdealer broker, has appointed Jay Spencer to be its New York-based global chief information officer.

Spencer was chief technology officer of BrokerTec Global, the electronic interdealer broker for fixed-income securities. Icap acquired BrokerTec's cash operations in May.
