US fund manager Legg Mason is making a bet on exchange-traded funds.

The Baltimore-based fund manager, which manages $706 billion, has long eyed the ETF industry as a potential opportunity. On Wednesday, it took concrete steps towards turning those ambitions into reality, hiring two executives from industry giant Vanguard.
