Some 65,000 victims of the Bernard Madoff Ponzi scheme have still not received compensation for the fraud - four years after a $4bn fund for payouts was created, writes Andrew Scurria for The Wall Street Journal.

The US Justice Department has been criticised for the delay, with Deputy Attorney General Rod Rosenstein telling a congressional panel this week that he would "figure out why it’s taking so long".
