Charlie McCreevy, the European Union's internal market commissioner, has threatened to sue Poland for blocking the integration of local banks owned by Italy's UniCredit and Germany's HVB. He has also given France another ultimatum over its policy of screening foreign bids.

Poland's action is delaying completion of the Unicredit and HVB merger.
