Mario Monti, the European competition commissioner, has outlined what the commission considers "radical" reforms of merger controls following recent setbacks at the hands of the European court.

Speaking to some 650 delegates at the European Commision/IBA Conference on EU Merger Control in Brussels, Monti said improving the decision-making process is "central to the success of our reform".
