Morgan Stanley and Goldman to avoid fraud accusations

SEC sets settlement deadline for Friday

Goldman Sachs and Morgan Stanley are to avoid accusations of securities fraud in the settlement between regulators and securities firms, while Thomas Weisel Partners is headed out of the settlement and into a court battle.

US state and national securities regulators are expected to say in the settlement that they have found evidence indicating certain firms broke securities fraud laws. Regulators will not, however, bring civil charges.
