Morgan Stanley is seeking a former senior US regulator to succeed its top lawyer, Donald Kempf. It is the second time the bank has approached William McLucas, former chief of enforcement at the Securities and Exchange Commission.

The Wall Street Journal, citing people familiar with the situation, reports today that the new approach to McLucas followed David Heleniak being named last month as the bank's vice chairman, giving him responsibility over the legal department.
