Beefed up regulation for the audit sector will put non-accountant directors on the hook for reporting failures, despite pushback from industry and reports suggesting the move could be scrapped.

Staff at the top of firms who do not hold accounting qualifications are set to fall under tougher rules, as ministers look to push to create the long-stalled Audit, Reporting and Governance Authority, according to people familiar with the matter.
