The laborious steps towards implementation, on December 31, 2006, of the Basel Accord and Risk-Based Capital Directive (RBCD), known as Basel II, continue at their stately pace as the industry reaches another stage in the consultation process.

To this end, the Financial Services Authority (FSA) in the UK issued its Consultation Paper 189 in July, following the Basel Committee's third consultation paper (CP3), published in April.
