Regent's Phillips to join Fleming

William Phillips joins Fleming today as regional head of emerging markets for Europe, the Middle East and North Africa. He will report to Christopher Rampton, chief executive officer of global securities.

Phillips had already enjoyed a 15-year career in securities. From 1985 until 1992, he was managing director of Baring Securities Hong Kong where he built Baring Securities in the Asian region. From 1992 to 1996 he was managing director and chief executive officer of Salomon Brothers Hong Kong. Phillips set up Salomon's Asian equities business and became chief executive of Salomon Asia Pacific in 1995. From 1996 to 1997 he was managing director of Salomon Brothers International. From early 1998 Phillips was managing director of Regent European Securities, a Moscow-based brokerage firm with operations throughout the former Soviet Union.
