ETF Securities, a developer of exchange-traded tracker funds, is working on products that will allow retail investors to “short” markets and indices, the first in Europe.

The move throws into question the rationale for the ban on retail marketing by hedge funds, enforced by the Financial Services Authority, the UK’s market regulator. Hedge funds’ sophisticated trading techniques, chief among them short-selling, have been considered too risky for investors.
