Riskier telecom junk names returning to bond market

Two of Europe's riskier start-up telecom companies are eyeing a return to the junk bond market, which is just weeks into its recovery.

Ono Finance, the Spanish cable company, and Completel, the French competitive local exchange carrier, are both preparing to issue bonds, according to high-yield bond market officials close to the companies.
