Rule Financial has hired James Tomkinson as a domain specialist in OTC clearing and collateral management. He will carry out consulting work and service clients who need to optimise collateral as a result of financial reforms including Basel III and Dodd-Frank. He previously worked at Citigroup as vice president for collateral management, global transaction services.
