There is little doubt that content posted online can cause real-world harm. Posts promoting extremism have been linked to terrorism, campaigns of disinformation have dogged democratic elections, and charities have drawn attention to the horrifying volume of child sexual abuse imagery circulated online. Although we now have a global consensus that more needs to be done to combat these 'online harms', the key question that remains: how?
