Spain goes for softer approach to reform

The threat of capital flight has persuaded the Spanish government to curb its socialist instincts in a forthcoming investment bill.

According to private bankers, the Ministry of Finance has indicated that the bill will include no new penalties for wealthy investors. They also predict that a crackdown on tax evasion will affect a minority of investors.
