A twist on the now global phenomenon of the letter scam. Kogi Mokas Chang, who claims to be manager of the Qingdao branch of the Bank of China, is a scammer with a conscience.

His motivation for sharing the $30m he just happens to have sitting around (earning interest all the while no less) is to prevent it from "getting into the hands of some corrupt government official". Chang, it seems, is not familiar with the concept of pre-investment due-diligence. A quick call to the Bank of China reveals that no one has heard of him. Shame, he could make a name for himself in ethical investing.
