The UK government has set out its bid for a Brexit deal on financial services based on “expanding” the EU’s existing arrangements for non-members — dashing the City's hopes for a bespoke arrangement.

As expected, the long-awaited white paper stopped short of seeking a so-called mutual recognition agreement, which would have seen each jurisdiction recognise the other’s regulations for financial services.
