Uncertainty spurs onshore activity

European governments are seeking ways to capitalise on fears of offshore investing

When Italy offered an amnesty at the end of last year to encourage its citizens to repatriate their savings from Switzerland, the move was closely observed in neighbouring countries. They hoped that it could provide a solution to counter the flight of private savings.

European countries are looking to recapture some of the funds - and tax revenues - lost to offshore centres, through both individual country initiatives and actions at the European Union level.
