The competition watchdog's plans to double payments to whistle-blowers who leak information about rule-breakers have been delayed over poor internal planning.

The delay, revealed through minutes of an internal meeting that Financial News has seen, also shows that the final plan would not necessarily mean all whistle-blowers would get higher reward for outing bad actors.
